Brad Millick

Director of USDI Counter Insider Threat Program
Dr. Brad Millick is on the staff of the Under Secretary of Defense for Intelligence, and serves as the Director of the Department’s Counter Insider Threat Program.  In this capacity, he manages a team (and leads the Department wide enterprise) in the development and execution of the Department’s Insider Threat Program and Counter Insider Threat Mission.   Previously he served as the DD for Intelligence Strategy and Policy; and, the DD for the Defense Analysis Directorate within OUSDI.  In these roles, he advised DoD Seniors on Strategy, Performance Management, Policy, and Analytical Intelligence issues, and had leadership/oversight responsibility of these areas for the Defense Intelligence Enterprise.  

Dr. Millick has also served as the Assistant Director of Intelligence (AJ2) at Joint Interagency Task Force-South (JIATF-S), supervising collection and analysis efforts in support of counter illicit trafficking operations in the Central and South American regions. From 2001 until his time with JIATF-S, Dr. Millick served as an intelligence officer within the Office of the Under Secretary of Defense for Intelligence (formerly ASD(C3I)) holding a variety of positions, including Senior Advisor for Warning. During this tenure, he also served as Chief of Staff on the Defense Intelligence Reform Team, responsible for the assessment and implementation plan for the 2004 Intelligence Reform and Terrorist Prevention Act. Dr. Millick was promoted to Senior Executive in 2008. In 2019, he was a recipient of the Distinguished Presidential Rank Award.

Prior to his time with OSD, Dr. Millick was a DoD Congressional fellow, serving as a Defense and National Security staffer for Senator Jack Reed (D-RI). He has also served as an operations research analyst for the Ballistic Missile Defense Organization and a project engineer on intelligence and special warfare systems for the Department of Navy. He is certified in Program Management and Systems Engineering under DoD’s acquisition certification system.

Dr. Millick earned a B.S. in Ocean Engineering from Florida Institute of Technology and an
M.S. in Systems Engineering from Virginia Tech. He is a graduate of the Naval War College’s Command and Staff Program and received the annual Director of Naval Intelligence Award for best research paper on maritime intelligence. He holds an M.A in International Relations and a Ph.D. in World Politics from Catholic University of America. Dr. Millick’s dissertation was in the field of Terrorist Communication, and he continues a research interest in the fields of: threat assessment/management, transnational crime, security strategy and policy, culture and warfare, terrorism, and intelligence.

Dr. Millick lives in Northern Virginia. In his spare time, he enjoys many active pursuits – weightlifting, running, swimming, skiing, climbing, rappelling, biking, and adventure racing. He is also an instructor of multiple martial arts, self-defense, and weapons; and a certified SCUBA Divemaster.
