Acting Deputy Assistant Director
Scott Breor currently serves as the Acting Deputy Assistant Director for Infrastructure Security within the Cybersecurity and Infrastructure Security Agency (CISA). In this role, he helps lead CISA’s efforts to secure the nation’s critical infrastructure in coordination with government and the private sector. Key areas of focus include vulnerability and risk assessments; securing soft targets and crowded places; training and exercises; and securing high-risk chemical facilities.

Immediately prior to taking his current position, he was the Associate Director of CISA’s Security Programs. In that role he led efforts in the development of tools and resources to mitigate the threats to public gathering events and locations. This includes support to special events; and training on topics including active shooter preparedness; suspicious activity reporting; vehicle ramming and insider threat.

Mr. Breor has over thirty years of military and senior executive experience in the United States government. Prior to the Department of Homeland Security, Mr. Breor was a Naval Aviator and had served as the Senior Policy Advisor for the Chief of Naval Operations (CNO) on all Homeland Security matters. While assigned to the CNO’s office he led efforts on key warfare and Homeland Security and Defense policy decisions, which included: interagency coordination, defense support of civilian authorities, and Department of Homeland Security/Department of Defense integration. For his work for the CNO and his efforts following the tragic events of September 11, 2001 at the Pentagon, he was awarded the Legion of Merit. As a Naval Aviator he supported operations in Iceland, Greenland, Adriatic, Mediterranean, Azores, and South America.

Mr. Breor is a member of the Senior Executive Service (SES). He was a Senior Executive Fellow at the John F. Kennedy School of Government, Harvard University. He received a Master of Arts in National Security Studies and in Homeland Security and Defense from the Naval Post Graduate School and received a Master of Business Administration from the University of Oklahoma. In addition, he earned a Bachelor of Science in Physics from The Citadel.
